Amino acid-based polymeric substance that is found in association with but not penetrating nor embedded into the hydrophobic interior of lipid bilayers.

Peripheral membrane proteins are found attached to the exterior of membranes and can serve as attachment proteins between cells or enzymes, etc., but not as transport proteins.

Peripheral membrane proteins normally are found on one side or the other of a membrane, not both sides. These proteins thus can play roles either in the interior of cells, or other membrane-enclosed compartments within cells, or can play roles on the exterior of cells, but cannot simultaneously influence both sides of membranes.
