Expression vectors are cloning vectors that are designed with promoters that are upstream of DNA insertion sites, along with other transcription control sequences. This allows expression of genes without reliance on transcription control sequences that may or may not have been cloned along with the genes as well as, in many cases, tight control on gene expression so that the expression of potentially toxic gene products can be kept under strict control.
Almost any time that DNA is cloned for the sake of gene expression then an expression vector is involved.
